In Buddhism, Garuda is a giant bird of prey. They are sometimes also known as Suparṇa. This means "good wings, good wings." Like the Nagas, they combine the qualities of animals and sacred beings and can be considered the lowest of the Devas. Garuda has kings and cities, and at least some have the magical power to transform into human form when they want to deal with humans.
